Steps
- Slice the beef against the grain into thin strips, about ¼ inch thick.
- Whisk cornstarch, all-purpose flour, baking powder, salt, and pepper in a mixing bowl. Add the egg and enough water to create a smooth batter.
- Heat vegetable oil in a deep frying pan over medium-high heat until about 350°F (175°C). Dip beef strips into the batter and fry until golden brown and crispy.
- In a wok or skillet, heat sesame oil and sauté garlic, ginger, onion, and bell pepper for about 2 minutes.
- Add soy sauce, rice vinegar, hoisin sauce, chili sauce, and sugar to the sautéed vegetables and let it simmer for 2 minutes.
- Add the crispy beef strips into the sauce and gently toss for 2-3 minutes.
- Garnish with sliced red chilies and green onions, and serve immediately with steamed jasmine rice or noodles.
