- Melt ½ cup of unsalted butter in a saucepan over low heat. Cool it to room temperature, which takes about 20 minutes.
- Mix together 1 cup of granulated sugar and lemon zest in a bowl until combined.
- Add melted butter, egg, and vanilla to the sugar mixture and whisk until smooth.
- In another bowl, whisk together flour, baking powder, baking soda, poppy seeds, and salt. Gradually add to the wet mixture.
- Form 11 balls of dough on a baking sheet. Cover with plastic wrap and chill for 30 minutes.
- Preheat oven to 180ºC (355ºF). Bake cookie balls for 10-11 minutes until edges are golden.
- Whip cream cheese, vanilla, powdered sugar, and heavy cream together until stiff peaks form.
- Once cookies cool, pipe frosting onto each cookie and optionally garnish.
