Method
 

Step-by-Step Instructions
  1. Melt ½ cup of unsalted butter in a saucepan over low heat. Cool it to room temperature, which takes about 20 minutes.
  2. Mix together 1 cup of granulated sugar and lemon zest in a bowl until combined.
  3. Add melted butter, egg, and vanilla to the sugar mixture and whisk until smooth.
  4. In another bowl, whisk together flour, baking powder, baking soda, poppy seeds, and salt. Gradually add to the wet mixture.
  5. Form 11 balls of dough on a baking sheet. Cover with plastic wrap and chill for 30 minutes.
  6. Preheat oven to 180ºC (355ºF). Bake cookie balls for 10-11 minutes until edges are golden.
  7. Whip cream cheese, vanilla, powdered sugar, and heavy cream together until stiff peaks form.
  8. Once cookies cool, pipe frosting onto each cookie and optionally garnish.
