- Drain chicken liver and place in a bowl. Pour in Shaoxing wine and sprinkle with salt. Marinate for 15-20 minutes.
- In a separate bowl, mix chicken broth, another splash of Shaoxing wine, light soy sauce, dark soy sauce, sugar, cornstarch, and Sichuan peppercorns. Whisk until smooth.
- Heat a large skillet over medium-high heat. Add peanut oil and cook marinated chicken liver until golden on the bottom, then flip and cook until just done.
- Add more peanut oil if necessary, then stir-fry minced garlic and grated ginger for 30 seconds until fragrant. Add sliced onions and sauté until softened.
- Return cooked chicken liver to skillet, along with chopped bell peppers and prepared sauce. Stir quickly and cook for an additional 2-3 minutes until sauce thickens.
